In 1954, the establishment of its Permanent Office (المكتب الدائم) in Cairo, Egypt marked a significant milestone, creating a centralized administrative body to oversee regional agreements, coordinate with the Universal Postal Union (UPU), and standardize postal operations across member states.
To mark the 10th anniversary of the Permanent Office of the Arab Postal Union (1954–1964), Kuwait’s postal administration issued a commemorative stamp set in 1964. Releasing this dedicated issue highlighted Kuwait's active role in regional diplomatic and technical alliances following its independence, celebrating ten years of structural cooperation and unified postal communication throughout the Arab nations.
