The United Nations designated 1965 as International Co-operation Year (سنة التعاون الدولي) to mark the 20th anniversary of the founding of the UN following World War II. The global observance was established to emphasize peace, international goodwill, and multilateral collaboration across member states. Rather than focusing on political disputes, the campaign called on governments worldwide to highlight successful joint efforts in economic development, science, culture, and social welfare, encouraging nations to deepen peaceful diplomatic ties and international solidarity.

To support this UN initiative, Kuwait’s postal administration issued a dedicated commemorative stamp series in 1965. Releasing special postage for International Co-operation Year allowed the State of Kuwait to highlight its commitment to international peace, active membership in the United Nations system following its independence, and continuous participation in global diplomatic and humanitarian efforts.
